Make YouPlot an official Debian package

I asked @uwabami how to do this.

First, it is necessary to update unicod-plot 0.0.4-1 to 0.0.5.
Generate man using 'help2man' or other tools.
Debian is currently in the process of freezing release candidates, so it will be about six months before new packages can be submitted.
