Add Starburst folder and files

Added folder and supporting files for Starburst Enterprise tiles in RHODS.

Description

Added a new folder in "apps-on-prem" to hold the YAML for the Starburst Enterprise tiles. Added the following YAML files to create Starburst Enterprise tiles:

starburstenterprise-app.yaml --> Tile to display the Starburst Enterprise application
starburstenterprise-quickstart.yaml --> Tile that provides a quickstart for connecting a Jupyter notebook to a Starburst Enterprise cluster
starburstenterprise-docs.yaml --> This file contains YAML for 3 different documentation tiles (installation requirements, overview of Starburst Enterprise on OpenShift deployment guide)

How Has This Been Tested?

Yes, the tiles have been previewed on an OpenShift cluster to ensure they are displaying as expected, that all text is correct and that all links are valid.

Merge criteria:

[ ] The commits are squashed in a cohesive manner and have meaningful messages.
[ ] For commits that came from upstream, [UPSTREAM] has been prepended to the commit message.
[ ] JIRA link(s):
[ ] The Jira story is acked.
[ ] Live build image:
[ ] Testing instructions have been added in the PR body (for PRs involving changes that are not immediately obvious).
[x] The developer has manually tested the changes and verified that the changes work.
[ ] QE contact acknowledges that this has been tested and is approved for merge.

Hi Lucas,

I thought I had removed that file before submitting the PR, but I guess not. I am out of town for the next week, so I won’t be able to remove the file until I get back on the 18th.
