TestNodesMaintenance::test_node_maintenance_restart_activate[worker] Failure in IBM Power #10410

TestNodesMaintenance::test_node_maintenance_restart_activate[worker] is failing on power The worker node in the test reaches not ready, scheduling disabled but still assertion fails. Also it's not doing cleanup properly. The node still remains in not ready, scheduling disabled after test completes test_node_maintenance_restart_activate[worker].txt

At the moment, test does not support bare metal.

TODO: Add bare metal support and remove skip marker
