`test_failure_propogator` is not the last test on upgrade runs #9637

test_failure_propagator is supposed to catch teardown failures of session-scoped fixtures such as cluster_load, but in some if not all upgrade runs it seems to run only before the upgrade, which sometimes results in failing the test that happened to be last in the session due to an unrelated fixture.
