make the test validating ceph_osd_stat_bytes and ceph_osd_stat_bytes_used data received from Prometheus

test_workload_rbd is a libtest and it checks the data, we need to have similar test to cover the BZ https://bugzilla.redhat.com/show_bug.cgi?id=2274525

ceph_osd_stat_bytes can not be smaller than ceph_osd_stat_bytes_used

Test should run on ODF 4.15 and above
