waitTimeoutForHealthyOSDInMinutes is not applied from storageCluster CR #9901

As described here: https://bugzilla.redhat.com/show_bug.cgi?id=2276694#c25

From some reason if value is propagated directly to storageCluster CR it's removed in next generation of CR.

Once cluster is deployed and we apply the change it's working well, so I am adding the W/A to patch it after storageCluster CR is applied and if this will ever get fixed, we can remove this code.
