[OCP 3.11] Deprecate Hawkluar metrics support in favor of supporting Prometheus #57

For OCP 3.11 Hawkluar metrics have been deprecated and given prometheus is installed by default is redundant and not integrated with the new Cluster Console. Reference Issue #56.
