Add Project README.md #4

Just adding this to the issue queue so it does not get forgotten about.

Just remember to add a project README.md. I highly recommend adding screen shots since this is a WordPress theme and can't be hosted by a github page.

Other key things to think about are installation steps or developer notes. Think about 'what do I need to explain so another developer could understand this project and keep working' 🤔

Great points! I have just added a README to the wp-content root and will add some future-considerations as we are reaching a finite deadline on this project.
