Add better German wordlists #145

We have created decent German wordlists and propose to add them to xkcdpass. They follow specific rules:

short list (1296 words)

words have 4-8 characters
words are unique after four characters
no German special characters ä, ö, ü, ß
prefer familiar words in their basic form
no proper names, regions, religions, organizations, persons
no offensive words
prefer generic masculine (this is debatable, however the list has initially been created for Bitcoin BIP-39, where that's default, so we sticked with that)

long list (7776 words)

words have 3-12 characters
same as above, except the uniqueness after four characters

Thanks for the contribution. I'd love to merge this (the German wordlists have been a pain point for a while) but the licence gives me pause. Fedora, for example, have disallowed CC0 - https://lwn.net/ml/fedora-legal/CAC1cPGw1xScGAXo-0NRs92zFB7ptRxTt=oCYi0BxfZDfAgUtYQ@mail.gmail.com. Recognising that this is an old PR I will close for now, but if that issue can be resolved please feel free to re-open
