Multiple focus events in K-9 mail when navigating with hardware keyboard in Android 4.3 #302

1.  Open a mailbox in K-9 mail.
2.  Begin deleting messages by pressing "D" or merely scroll with the Up and 
Down Arrow keys.
3.  Observe what Talkback does.

I expect to hear the newly focused item a single time. Instead, I hear speech 
stutter as Talkback processes multiple focus events from two to six times.

I am using TalkBack 3.4.0 and the latest K-9 4.5 beta from the project download 
site, though I suspect it happens in the latest 4.4 Playstore release as well 
since the UI is the same.

This issue is unique to Android 4.3. If I revert back to 4.2.2, the problem no 
longer exists.

Further to this issue, it appears that Talkback voices every focus that's fired 
(even if the text of the selected item has not changed). This can be observed 
in K-9 Mail and the Nearby Explorer app from APH. If Talkback can cache the 
previous focus and only act on it if the text of the selection differs from 
what came before, then I believe the problem would be resolved.
