Error performing TLS handshake: GnuTLS internal error. #8

I get this error when trying to download Eeprom updates from Github

I'm in the UK and my ISP is Virgin Media and it appears that it is likely a Virgin Media issue that is preventing me from downloading the files. I have a Virgin Media Superhub 2 router. I also have an EE mobile wifi hotspot and connecting to that allows me to download the files. If you cannot download the files I suggest you try a different network.
