/api/committee not retrieving the latest committee

Expected behaviour

Retrieves the latest committee members. Though not updated to reflect the incoming 2019-20 it should at lest show the 2018-19 committee.

Actual behaviour

Retrieves the committee members of the 2017-28 committee.

I'm unsure why it is retrieving the incorrect committee but I'm going to add the files for past committees and see if that resolves this issue.
