Scheduled responders not showing up in incident's Responder Console #291

After scheduling a shift (https://arcdata-staging.herokuapp.com/scheduler/calendar/2020/august?show_shifts=mine), for example, in Illinois - Response Area 3:

The Scheduled section of the Responders Console in a corresponding incident (https://arcdata-staging.herokuapp.com/incidents/cni/incidents/21-0287/responders), remains empty:

This issue appears to be universal across the application.

I think it was filed before I had incorporated all the shift time fixes, and I see it working in development. Though I do note that you have signed up for Response Area 3, and this is a Response Area 2. When I sign up for today in 12-4pm in RA2, and go to that issue, I see myself in the responder console.

@frankduncan Any Chicago incident HAS to be in Response Area 3 . . .

Oh, 21-0287 in staging is now in Aurora. This definitely makes me think this was a staging refresh issue.
