Also, add num votes received in parliament for/against the bill...? for version2

Current version of the site has this as a popup; we need to:

Have a system to assign unique IDs to each promise.
Make separate pages for promises (so people can link to individual promises etc.).

+1 We will need to use https://atmospherejs.com/reactrouter/react-router. Does any one have better suggestion ?

Implemented routing, and disqus. We will add new description parameters as we go on.
