Factual validation #31

Perhaps each promise needs a field like "what would it take for this issue to be broken or achieved?".

A lot of promises are specific enough that the goals are clear.

Some vague issues like "fighting corruption" or "easier to do business" need to be researched a bit and there I'm sure there are international organizations that measure those numbers!
