Report Search - Year Drop Down - Should not be hardcoded #30

The year dropdown on the report search page should not be hard coded (not sure if it is hard coded but check) The two drop down boxes should be populated with the year 2025 next year. Possible Solution - take current year and populate the current year, current year - 1, current year - 2 and so on...
