Organise a working group to think about what kinds and if regulation around open protocols would be useful, which protocols, why etc.,

I love the idea. Anyway, is this work in contrast to the ISOC/IETF work?

Sounds potentially interesting. How about having some ("harvested") dialogue (i.e. with some written /graphic output) to explore what might be needed, how it relates to other things, etc.?
