Sob qual licença está o código-fonte? #150

Tenho interesse em usar o Delibera, mas preciso saber se é compatível com GPL.

Encontrei uma referência à GPL 3.0 no composer.json, mas sugiro destacar a licença no README ou adicionar um arquivo LICENSE ao repositório.
