Adding in NVIDIA GPU Enablement to this bootstrap project, to allow for MLOps to utilize GPU compute.

[ ] Check with @strangiato about how to wire up the components/cluster-configs in Argo
[ ] Show use of GPU worker node taints and tolerations
[ ] Document offline install of Nvidia GPU Operator
[ ] Convert the functions in bootstrap_gpu.sh that utilize oc into kustomization
