Repo bootstrap updates #58

Summary of changes:

Remove individual repo/revision configs in each cluster folder
Update bootstrap script to automatically set repo/revision when executing bootstrap:
Validate repo/revision when merging PR to main.
Validation of repo will result in an annotation on any issues:

Made a bunch of updates to links to /latest/ when possible. There was one link in the disconnected install that was for oc mirror v1 which is not available in 4.17 anymore.

I'm adding an issue for updating the notes for oc mirror v2 to track that as a todo.
