base: Add selinux targeted policies packages #142

Add the respective packages containing the targeted selinux policies

I'm sorry @Spredzy, I don't get the need of creating rpm_packages here. It is only used once while the deb_packages was used twice thanks to the deb/ubutnu differences.

Except that, ok for the merge.

Thanks @ErwanAliasr1 you're right, sorry I didn't catch that earlier, PR has been updated accordingly.

I would have kept this variable in case we decided to add support for other Red Hat based distributions (e.g. centos).

We already do thanks to this line: https://github.com/enovance/edeploy/blob/master/build/base.install#L200

So that's why I asked yanis not to split the package definition until we do split the case for centos|redhat.
