Set up base collection #4

What does this PR do?

Sets up the initial collection structure. This includes setting up the roles directory, the github action for linting and the github action for release along with the relevant playbook and galaxy.yml.j2 template. I've also added a README which should be a good starter

This has basically all been ripped from tower_configuration so should meet our standards

How should this be tested?

N/A
