Cleanup tower setup #2

The main change is that the tasks are now all packed into a role making it easier to steer the installation/upgrade. I've also merged different sources with some improvements coming from other places. The whole thing has also been renamed because the role can install and upgrade a Tower (not only upgrade).

Merging myself as nobody is ready to review (too many other roles doing the same).
