Initial working version of automated Tower on OpenShift #9

Using OpenShift oc cluster up this new directory contains everything required to setup a test (non-persistent) Tower on OpenShift. It would be nice if someone could validate that everything works as expected within the limits of the current implementation (not perfect yet, see the TODO file).
