reverting 7.12 fixes to allow for earlier versions to install #401
Changes made to pam-eap-setup to accommodate RHPAM.7.12 prevented earlier versions from being installed.
These changes have been temporarily reverted to until the issue is resolved.
How do we test this?
RHPAM versions 7.11.1 and earlier should now be able to get installed.
