What does this PR do?

Updating the casl-ansible image to a newer version of Ansible (2.9), etc.

How should this be manually tested?

Run the casl-ansible image per the instructions in the docs. Verify that it works with OSP 13, etc.

Is there a relevant Issue open for this?
