This PR includes a role to manage an esxi host's maintenance mode state. It also includes playbooks to put an esxi in maintenance mode, take it out of maintenance mode, add it to vcenter, remove it from vcenter, and reconnect the host if disconnected.
The final three playbooks are not related to maintenance mode but they are missing and they are related to managing esxi hosts
