What does this PR do?

Updated various roles/playbooks to make automatic notifications work for AWS user onboarding
Made user management and mail roles a bit more flexible to allow for more options for how to compose the inventories

How should this be tested?

Use the playbooks/manage-identities/process-and-notify-users.yml playbook to process a list of identities. Pass in inventories for the following:

list of identities to add
mail host information for notifications
a email notification template with the subject and body vars set
