Sparta Updates, Terraform Prereq #29

WIP

Sparta updates are clear. Awaiting AWS quota approval to completely confirm all is working with the latest modifications. Based on previous tests from the latest updates by the Sparta team, all should be ok.

The goal here is to get a baseline for disconnected layouts including automated testing.

Rather than using Phase # as heading, please use more descriptive heading names. Also, we want to be explicitly clear on where the steps are turn run. Whether its a low-side, internet connected host, or high side, disconnected bastion, or elsewhere.

Finally, in phase 4, is it necessary to generate the manifest files? Typically this step is only needed if you need to make a change to the default manifest files. Such as, applying manual IAM config.
