This PR includes the tool ocp4-downloader as a helper tool. I have maintained this for a long time in my own repository but I think it's better to keep it in the CoP repository.

Anyone related with OCP who can see the value of having such a tool to make the download of client/installer/crc/odo in a easy way. It can also handle kn and other clients that we publish in mirror.openshift.com easily with minor changes.
