3.11 ocp-master-cert-backup.sh date format %k%M%S make script fail on RHEL #66

The date format %k%M%S make it has space when hour is 1 digit as 20190221- 60545

Need to change to %H%M%S to make fix 2 digit format for hour 20190221-060545
