Create infra.platform_configuration #903

Type of repository request

Creation of a new repo, while code will be migrating from the platform collection, the repo is net new (as is the collection).

@garethahealy I am checking with the other 2 to confirm if they need immediate access. If they don't I will remove for now and have them fill stuff out in the future if access is needed.

Can @Tompage1994 and myself @djdanielsson be added to write because we are the other two that mainly work with @sean-m-sullivan maintaining the other AAP related collections in the CoP/infra
