Add support for openshift 4.15 #78

Implements resolution of installed version and adds conditions to modify the generation of install_config yaml.

@mijaros is there any schedule for the next release when we will be able to get this fix included. Also wondering if it is possible to force osia to use older openshift versions like 4.14
