Add ability to add labels/tags to each Application Assessment #186

Since the app will be able to be deployed once or more times within an organizaiton, then the users will want the ability to categorize the assessments along several potential org. specific vectors. (network Zone, PCI, HIPPA, tech/framework type, App owner, LOB)
