LGTM

I tested by pulling down your branch and running the tests found in the /test folder.

I applied the simple-patch test to a ServiceAccount already in the Namespace named test I validated that the hello: bye annotation was added I deleted the hello: bye annotation via an oc edit, verified that it was reapplied after I added a few new annotations to the ResourceLocker and all were applied to the ServiceAccount
