The stable-4.6 channel is not available in the operator catalog for 4.8.

Adjust deployment to stable-4.8 channel
Deploy resource locker
Apply patch for Quay: oc patch bucketclass noobaa-default-bucket-class --patch '{"spec":{"placementPolicy":{"tiers":[{"backingStores":["noobaa-pv-backing-store"]}]}}}' --type merge -n openshift-storage
