Adds dedicated command to CLI to support creating Hybrid Kafka clusters

I can do an alpha release if needed, but I'll be working on altering the kafka create command tomorrow so that the hybrid create is the only option -- unless the user has standard quota, in which case an option will be given. So I was going to release that version?
