DownloadHelper should explain why a download is required when the binary is already installed #129

It may happen that the user already has the needed binary installed but of a different version. It would be good to inform the user about it and tell why a new download is necessary. Something like Version x.x.x of tool Y was detected but version z.z.z is required to work with this plugin. Do you want to download it?

Closing it as we chose to download the cli silently and this is not required anymore
