Autostart dev when project directory is not empty

How to test it:

• With non ephemeral source:

  odo preference set Ephemeral false
  ODO_BOOTSTRAPPER_IMAGE=quay.io/phmartin/odo-init-container:issue4822-2 odo push
  odo exec -- kill 1
  odo log # should show the app started
  kubectl delete pod ...
  # wait for new pod running
  odo log # should show the app started

• With ephemeral source:

  
  odo preference set Ephemeral true
  ODO_BOOTSTRAPPER_IMAGE=quay.io/phmartin/odo-init-container:issue4822-2 odo push
  odo exec -- kill 1
  odo log # should show the app started
  kubectl delete pod ...
  # wait for new pod running
  odo log # should show the app **not** started

With patch https://github.com/openshift/odo/pull/5081 (needs to fix sync)

ODO_BOOTSTRAPPER_IMAGE=quay.io/phmartin/odo-init-container:issue4822-2 odo push odo log # should show the app started
