Issues have been created to follow-up on this:

Additionally, a custom actions plugin (implemented as a Backstage Backend Plugin) has been created to support the work for a Backstage Golden Path Template in https://github.com/redhat-developer/odo/issues/7116. So it seems quite clear what needs to be done. Remaining point to address would be the distribution of the odo binary alongside this Backend Plugin.
