[Unsorted issue] Workspace not started - Plugin reference URL is invalid #2015

Issue problem: Workspace failed to start because of Plugin reference URL is invalid. It was reproduced just once during one test, manually trying to run workspaces with own/testing accounts against the same deployment succeeded.

Red Hat Che version:

version: (help/about menu) 7.21.2

[ ] I can reproduce it on latest official image

Browser logs contains quite a lot of 404 errors.

For now, happened just once on prod-preview https://ci.centos.org/job/devtools-rh-che-periodic-prod-preview-2a/3736/console
