The web terminal tooling image used in the clusterserviceversion of WTO (quay.io/wto/web-terminal-tooling:latest) is 3 years old.
We should either update the image used by default to be quay.io/wto/web-terminal-tooling:next or update the CI action for the WTO tooling repo to also push to quay.io/wto/web-terminal-tooling:latest. I'm leaning towards the former option, as there doesn't seem to be an official "release" action for WTO tooling: we just create a version tag and consume from that tag downstream.
