Add Antora to the building and publishing chapters

@finp this came up in today's meeting. If you have anything written can you submit a PR. @shaunix is going to work on getting this into the guide and I don't want him to reinvent the wheel. If you can't get to this feel free to remove yourself as the assignee.

@shaunix I'm not sure what we want to do here, the issue is resolving the requirements of antora (eg no symlinks) with the red hat way. I'll follow up in email
