Converted the structure of the Community Collaboration Guide to a module format.

Thanks for the checks, @pmkovar @ncbaratta!

I've added a final commit to run through and update all section IDs, correct some XREFs, and reflect the changes in the 'redhat' brand dir as well.

There's still more that can be done, but these changes get us a modular base to work with and examine further changes and updates, if any.

I know you've already given your acks, but I'll leave this here for a moment in case there are any other comments or requests, otherwise are you happy for it all to get merged and the related issue to be closed out?

There have been no further comments since my previous note, and given that approval has been provided on this PR, I'll merge this now.

We can always revert the commits or re-open a new PR to address any additional changes, but, as noted above, this PR will give us a base from which to implement further changes as needed.
