Update the Vale-at-Red-Hat online web app with the latest rules #689

There have been significant updates and enhancements to reduce false positives in vale-at-red-hat rules recently. This issue raises the need to update the Vale-at-Red-Hat online web app with the latest Red Hat rules.

The app is a valuable tool that Red Hat writers can use to run Vale and check source content for RH-style compliance, especially when initially onboarding to Vale.

I’ve updated the app to the latest release v415

Thank you; however, I’m running that app’s backend on my cloud and cannot share the credentials. Alternatively, I can implement CI to do this, but it isn’t sustainable.

I was also toying with the idea of having a desktop app, but I wonder if it is required because VScode integrates quite well with Vale.
