Update Vale rule to allow "on-premise" in the context of OCP #797

Describe the bug

To Reproduce Steps to reproduce the behavior:

  1. Created a PR in the openshift-docs project that had the word "on-premise".
  2. Vale flags to use "on-site" or "in-house".

Expected behavior On-premise is OK to use in the context of OCP as it refers to a grouping of platforms, such as bare-metal, vSPhere, Nutanix, and OpenStack. On-premise is not used in teh context of software to which the RH SSG suggests.

Additional information: Update to the accept.txt file in the openshift-docs project is also needed.
