Update pre-commit configuration #10

SSIA: just updating the pre-commit configuration. The change from git:// to https:// is required (the former no longer works), and also taking the opportunity to remove a duplicate hook and update versions with pre-commit autoupdate.

Adding also a commit to update CODEOWNERS.

This complements #1. There is no prow in action here for the time being, and the GitHub code owners mechanism applies
