This PR adds deployment files for Argilla and 101 notebook on how to use it.

The upstream deployment files can be found here.

This PR changes the deployment server yaml by adding a PostgreSQLdatabase instead of SQLite (default db that Argilla comes with) as SQLite gave permission errors. The PostgresSQL database was deployed using the default OpenShift database service. Also, we added a route to access the service.
