Sigstore update helm #83

@Gregory-Pereira @mayaCostantini this updates & changes sigstore->trusted-artifact-signer

For now, I've set to install from the temporary helm repository where we're serving our chart (https://repo-securesign-helm.apps.open-svc-sts.k1wl.p1.openshiftapps.com/helm-charts/) but will update to a more permanent link when that is ready.

I'm not sure the tuf-root-sealed-secret is what is currently in fulcio-secret-rh secret - we maybe should reset it to be sure.
