Engineering release will be based on OCP 3.10 and use operators .

I now have a AAD role that can provision maistra using the ER images in the private quay repos. However, for at least the APAC and EMEA RHTEs, we'll stick with community istio since that's what has already been tested. From the student perspective, this will not be impactful.
